University Grants Commission and All India Council of Technical Education, both statutory bodies on Monday expressed their reservations to the proposal for setting up of a Higher Education Commission (HEC), replacing the regulatory bodies.
At a consultation meeting held to discuss the major recommendations of Yash Pal committee on ‘Renovation and Rejuvenation of Universities’, heads of both UGC and AICTE favoured thorough study of the functioning of the regulatory bodies and their shortcomings before suggesting for starting an apex commission.
UGC Chairman Prof Sukhadeo Thorat said the committee should make a proper study of the UGC and AICTE Acts and find out if the regulatory frameworks in the Acts need a re-look, top sources told the news agency.
As there are views that regulators are unable to perform their job, the committee needs to look at the regulations in the Acts and advise measures to have better coordinations among the regulatory bodies, Thorat said at the meeting attended by Prof Yash Pal among others.
The Yash Pal committee in its interim report has suggested for starting HEC which will be an all-encompassing agency for higher education.
The commission would create appropriate norms, processes and structures for accreditation.
